When significant infrastructure projects need to be built or managed for the public’s use, such as municipal maintenance, a public-private partnership (P3) may be an invaluable resource. This type of partnership is formed between government entities, such as the city or federal government, and private-sector businesses that operate within the industry related to the project.
Roles of Each Partner
The public entity often owns and retains the assets throughout the process. For this reason, a P3 is especially useful in countries where municipal services and infrastructure that serve the public must, by law, be owned by the government. The partnership is established based on a fixed price, in many cases.
Two examples of P3 projects are:
In an O&M, the public entity owns an asset and forms a contract with a private-sector entity to operate it, such as with municipal landscape management. These contracts are generally for a specific period of time and the public entity retains ownership.
In a DB partnership, the public entity provides specifications for the project and often at a fixed price. The private-sector entity designs, builds, and bears the risks for it.
Examples of P3 Projects
These types of partnerships have been used for a monorail connecting downtown Denver to the Denver International Airport; an expansion of highways and freeways in Denver; and other areas of infrastructure, such as waste water treatment plants. Another P3 example is one we were personally involved in: Through one of Monarch Landscape Companies’ revered subsidiaries, we formed the first accredited P3 of its time with CH2M-Hill and the City of Centennial Public Works department.
